Who decides whether it’s good or bad?

Thomas Hobbes believes that, that which we refer to as Good or Bad is largely dependent on the belief of the individual themselves.

"But whatever the object of any man’s appetite or desire: that for his part is what he calls Good. And the object of his Hate and Aversion he calls Evil, there being nothing simply and absolutely so: nor any common rule of good and evil to be taken from the objects themselves"
